四百年來的台灣夢
400 Years of Taiwan Dream

【台灣歷史將屆四百】

喀爾文教派信徒們,自1568年至1648年,歷經80年的戰爭後脫離西班牙,建立尼德蘭七省聯合共和國 (7 United Netherlands),簡稱荷蘭共和國(Dutch Republic)。建國後一支代表國家勢力的荷蘭東印度公司一路東擴,於1624年8月26日,荷軍撤出澎湖轉往不受明朝政府管轄的福爾摩沙(臺灣),建立臺灣本島信史上第一個統治政權。荷蘭統治38年後、易手東寧王朝鄭成功統治21年,接著滿清統治212年後、割讓給日本統治了50年,到了1945年因二戰敗北交出了統治權,由蔣介石率領國民黨政權執行軍事佔領、至今已有78年。算算台灣的明文歷史,自荷蘭於1624年入主,到明2024年即將屆滿400年。

【四百年來尚未建國】

回首台灣這四百年的歷史,盡是由外來政權所統治,台灣從未曾建立一個、真正屬於台灣本土的政權,確實令人遺憾、感傷和慚愧。何以致之?雖然歷代先民先賢們,承先啟後不斷地前仆後繼、犧牲生命,卻依然未能建國。難道是台灣人天生賤命,只配當列強的殖民,或是我們努力不夠,力有未殆之處,或是我們仍在接受考驗,終有一日會建立屬於台灣人的國家?

【台灣現況國際孤兒】

要建立台灣人自己的國家,當然就必須清楚地了解自己的現況。台灣目前是不是一個主權獨立的國家,當今在台灣執政的政府名叫中華民國,雖然自稱是一個主權獨立的國家,但其實它本身卻是一個不折不扣的流亡政權。它從過去自己曾統治過的中國,被追殺後逃命台灣,既不擁有台灣的領土主權,也不享有國際認定的國家人格,所以目前仍然一介國際孤兒,不是聯合國的會員國。台灣目前真實的身份,是一個享有人民主權、被軍事佔領的政治實體。美國是舊金山和平條約授權的主要佔領權國,中華民國流亡政府是被委託的次要佔領權者,因為不具備國格,故只能稱其為台灣治理當局。

【曲解歷史內戰殘局】

令人遺憾的是,目前在台灣政壇上的政客,總是一再地曲解歷史誤導人民說,今日台灣是國共內戰未靖的殘局,而不是二戰後主要佔領權國、美國在台灣未完成的事務。當年被共產黨追趕到台灣的國民黨,信誓旦旦地說只要跟共產黨簽訂和平協議,台灣海峽就會頓時煙消雲散一切太平。他們一再責怪,目前的劍拔駑張、完全是美國好戰所造成。中研院歐美所研究員盧倩儀說:「美國並沒有要併吞台灣,所以我們不用怕美國,美國並沒有要併吞台灣,可是他要犧牲台灣那個不可怕嗎?現在政府對美國要求,等於是沒有誰能夠踩剎車,有一股力量很用力的,定住你的頭只准看那邊。」陽明交大榮譽教授傅大為說:「似乎不要再一天到晚,跟著美國後面來抗中,我們跟美國跟中國,都採取一個等距離外交的作法。」這就是典型統派學者,對台灣現況的認知。

【去軍事化乖乖投降】

在他們眼裡侵略者權位至上不容懷疑,霸權者永遠師出有名不應抗拒,他們從來不敢、不願、也不會,去譴責仗勢欺人的霸凌者,卻反過頭來責問受害者,為什麼要備戰抵抗、為什麼不乖乖去等死?共產黨的本質就是,能把白白布染成黑,而且還臉不紅氣不喘。他們說,俄烏戰爭是烏克蘭澤倫斯基,拿了歐美軍援武器、耀武揚威所挑起的。普廷所發起的特別軍事行動,早就說得很清楚囉:「烏克蘭必須去軍事化、不得擁有武器;必須去納粹化、不得反抗俄羅斯。烏克蘭至今還執迷不悟,還不放下武器乖乖投降,戰爭只好繼續打下去。」習近平也把同樣的說詞套上台灣,只要台灣放下武器投降,一切好說,天下自然太平。

【凍蒜掌權台灣未來】

還好台灣已經走過、白色恐怖的威權時代,現今的社會民智已開,威權霸凌者人民誓必群起反抗。帶領人民群眾抗暴領航者的意志,事關社會運動的成敗至甚,台灣要如何渡過這一波,抗拒來自中國習近平的霸凌,慎選總統領航人至關重要。隨著總統選戰的白熱化,各政黨無不卯足勁,準備短兵相見廝殺大幹一場。侯選人之間個個使出渾身解術,力求勝選、凍蒜掌權,來主導台灣2300萬人未來四年,甚或今後永久的命運。

【各黨推出總統候選】

此刻在台灣政壇上,浮出檯面要爭取總統大位的政黨,有執政的民進黨、最大在野黨國民黨、及第二大在野黨民眾黨,表達意願要推出自己候選人。截至目前民進黨,已確定由該黨現任黨主席、同時也是現任副總統賴清德,獲得黨內正式提。民眾黨因只有一人領表,所以該黨黨主席柯文哲,5月17日正式被提名成為候選人。國民黨經黨內貌合神離的廝殺後,新北市現任市長侯友宜,也於5月17日被徵招,他力克鴻海集團創辦人郭台銘,獲得黨中央提名正式成為該黨候選人。

【各自定位台灣走向】

端看目前浮上檯面的候選人賴清德、柯文哲、侯友宜,他們各自為台灣現況的認知、定位與解讀,台灣未來的可能處境,有著絕然不同的落差。因為這關係到所有,台灣人民的身家生命,所以值得大家來深入探討與剖析。有人說台灣是屬於中國不可分的一部分,有人說中華民國是我們的國家不能放棄,有人主張台灣已經是主權獨立的國家、現在名叫中華民國、不隸屬於中華人民共和國。

【候杯水論等距外交】

侯友宜的國家定位,他說「中華民國是民主自由的法制國家,我們就叫中華民國,我的國家到哪裡說都是中華民國。中華民國與台灣是共生體,中華民國是杯子,台灣是水,要把杯子捧好,才能有水喝;杯破則水覆。意即維持中華民國,才能維持台灣。」他於4月19至22日到新加坡,展開四天三夜的訪問,對於新加坡在美中兩強之間保持中立、等距外交,以國家利益為目標的外交政策頗為認同,認為具有參考價值。

【柯認一中台灣強盜】

柯文哲能言善道,對台灣年青族群頗有吸引力;他從來不會、不敢、也不願,批評中國對台灣的霸凌。過去他曾把台灣,比喻成搶劫銀行的強盜;把中國比喻成,守衛銀行的警察。他說事實上一個中國並不是問題,在當今世界上並沒有人認為有兩個中國。4月20日在華府智庫「戰略暨國際研究中心」(CSIS),接受中心中國國力計畫主任、耶魯大學政治學博士林洋(Bonny Lin)提問:是否會憂心因與美國加強軍事國防合作,導致中國不高興而不敢做?他說,民眾黨對外關係原則即「台灣自主、兩岸和平」,當然希望兩岸能和平,但底線還是台灣自主,「我們要知道我們的底線,要讓彼此知道對方底線是什麼,如果你要侵犯我的底線,那我就只好跟你打了」。

【賴的台獨與四堅持】

賴清德認為台灣有土地、人民、主權、政府,定期改選,事實上就是主權獨立的國家,不需另外宣布獨立,而中華民國的主權和中華人民共和國互不隸屬。簡單地說務實台獨就是,「台灣不隸屬於中華人民共和國的一部分」;而務實的工作就是要守護主權、維護民主憲政體制、反對中國侵略,這些主張美國、日本國際社會也都很了解,也是蔡英文總統的4個堅持,甚至民進黨1999年的台灣前途決議文,也是這樣的理念。「四個堅持」就是:堅持自由民主的憲政體制,堅持中華民國與中華人民共和國互不隸屬,堅持主權不容侵犯併吞,堅持中華民國台灣的前途,必須遵循全體台灣人民的意志。

【台灣國際團結法案】

5月16日美國聯邦眾議院外交委員會,通過「台灣國際團結法案」(Taiwan International Solidarity Act)指出,聯大2758號決議承認,中華人民共和國政府,是聯合國內中國唯一合法代表,但並沒有處理台灣與台灣人民,在聯合國或任何相關組織的代表權問題,也沒有在中華人民共和國與台灣關係上採取立場,或包含任何關於台灣主權的聲明。目前台灣2300萬人在國際社會,沒有正式公開的管道可以發聲,究竟是誰代表台灣人民,是誰才有資格代表台灣人民?那當然是由台灣人民,自己推選出來的政府與總統。前提是該政府與總統,必須清楚地向國際社會說明,只代表台灣,而不是要去與中共爭代表中國的中華民國。中華民國台灣不清不楚,沒有人知道它究竟是,要代表台灣,還是中(華民)國?

【等距選邊百年宿願】

國際社會將從台灣明年的總統大選,來解讀台灣的最新民意。目前檯面上的三組候選人,國民黨侯友宜、堅持中華民國;民眾黨柯文哲,對台灣中國語焉不詳、他一向懼中媚中舔共,十足地變色龍。民進黨賴清德,蔡規賴隨、主張務實台獨。目前台灣社會,除了一些自認是中國人選民、堅決主張歸順中國,另外還有一小撮專家學者,力主台美中保持等距外交。然而絕大多數人,認為台灣必須與時俱進,效法歐盟國家從俄烏、這場戰爭的惡夢中覺醒,芬蘭瑞典毅然決然放棄百年的中立政策,堅決地申請加入北約選邊站。台灣不是國共內戰未靖的殘局,絕不能屈服於中國的威嚇與霸凌。我們必須選出能與主要佔領權國美國,密切協商配合的總統與政府,才能早日落實,台灣應有的最終國際法理地位。台灣人四百年來,是否能實現自己當家作主的宿願,就端看各位選民,對等距選邊政見如何定奪。

400 Years of Taiwan Dream

【Taiwan's history will turn into 400】

Calvinists, from 1568 to 1648, separated from Spain after 80 years of war and established the 7 United Netherlands (Dutch Republic) for short. After the founding of the Dutch Republic, the Dutch East India Company, which represented the power of the country, expanded all the way eastward. On August 26, 1624, the Dutch army withdrew from Penghu and transferred to Formosa (Taiwan), which was not under the jurisdiction of the Ming Dynasty government and established the island of Taiwan. The first ruling regime in history. After 38 years of rule by the Netherlands, Cheng Cheng-kung ruled for 21 years after changing hands to the Tungning Dynasty. Then 212 years of rule by the Manchu Qing Dynasty, it was ceded to Japan for 50 years. In 1945, due to the defeat of World War II, the ruling power was handed over. Chiang Kai-shek led the KMT regime to implement military affairs. It has been occupied for 78 years. Calculating Taiwan's plain text history, since the Netherlands took over in 1624, it will be 400 years by next year.

【It has never been a nation by itself yet】

Looking back on Taiwan's four hundred years of history, it has been ruled by foreign regimes. Taiwan has never established a regime that truly belongs to Taiwan. It is indeed regrettable, sad and ashamed. Why? Although the ancestors and sages of the past dynasties continued to succeed and sacrifice their lives, they still failed to establish a country. Could it be that the people of Taiwan are born with desperate lives and are only worthy of being colonized by foreign powers, or that we have not worked hard enough, that our strength is not exhausted, or that we are still undergoing trials and will one day establish a country that belongs to the Taiwanese?

【Taiwan is still an international orphan】

To establish a country of their own for the Taiwanese, of course, one must have a clear understanding of one's own current situation. Is Taiwan currently a sovereign and independent country? The government in power in Taiwan today is called the Republic of China. Although it claims to be a sovereign and independent country, it is an out-and-out regime in exile. It fled to Taiwan after being hunted down from China, which it once ruled in the past. It neither owns Taiwan's territorial sovereignty nor enjoys internationally recognized nationality, so it is still an international orphan and is not a member state of the United Nations. Taiwan's current identity is a political entity that enjoys popular sovereignty and is under military occupation. The United States is the principal occupying power authorized by the San Francisco Peace Treaty, and the government-in-exile of the Republic of China is the entrusted subordinate occupying power. Because it does not have national status, it can only be called the governing authority on Taiwan.

【Twisted history as the endgame of China civil war】

Regrettably, the current politicians in Taiwan's political arena always misinterpret history and mislead the people to say that today's Taiwan is the endgame of the unresolved civil war between the Kuomintang and the Communist Party, rather than the principal occupying power after World War II and the unfinished business of the United States in Taiwan. The Kuomintang, which was chased to Taiwan by the Communist Party, vowed that as long as it signed a peace agreement with the Communist Party, all tension in the Taiwan Strait would disappear. They have repeatedly blamed that the current state of unbridled swordsmanship is completely caused by the US warlike. Lu Chien-yi, a researcher at Academia Sinica Institute of European and American Studies, said: "The United States does not want to annex Taiwan, so we don't have to be afraid of the United States. Brake, there is a force very hard, hold your head and only look at that side." Fu Dawei, honorary professor of Yangming Jiaotong University, said: "It seems that we don't want to follow the United States all day long to fight against China. We are dealing with the United States and China at an equidistant diplomacy approach.” This is the perception of the current situation in Taiwan by typical unification scholars.

【Xi asks to demilitarize and obediently surrender】

In their eyes, the supremacy of the aggressor’s power cannot be doubted, and the hegemony is always famous and should not be resisted. They never dared, could not, and would not condemn the bully who bullies others, but instead asked the victim, why? If you want to resist, why don't you obediently wait to die? The essence of the Communist Party is that it can dye white cloth black without blushing or panting. They said that the Russo-Ukrainian war was provoked by Ukrainian Zelensky, who took European and American military aid weapons and swaggered. The special military action launched by Putin has long been made very clear: "Ukraine must be demilitarized and must not possess weapons; it must be de-Nazified and must not resist Russia. Ukraine is still obsessed with obsession and surrender obediently without laying down its weapons. The war, we have to continue fighting." Xi Jinping also applied the same rhetoric to Taiwan, if Taiwan lays down its arms and surrenders, everything will be fine, and the world will naturally be peaceful.

【Campaign to win and gain Power for Taiwan's Future】

Fortunately, Taiwan has gone through the era of white terror and authoritarianism. Today, the people's wisdom has been developed, and the people who are authoritarian and bullying are bound to rise up to resist. The leader who leads the people to resist violence is closely related to the success or failure of the social movement. How Taiwan will survive this wave of bullying from China's Xi Jinping, it is very important to choose the leader, the president carefully. As the presidential campaign heats up, all political parties are making every effort to prepare for a hand-to-hand fight. All the candidates have resorted to all their means, striving to qualify and gain power, to dominate the fate of the 23 million people in Taiwan for the next four years, or even forever.

【Parties nominated presidential candidates】

At this moment in Taiwan's political arena, the political parties that have emerged to compete for the presidency include the ruling Democratic Progressive Party, the largest opposition party, the Kuomintang, and the second largest opposition party, the Taiwan People's Party, expressing their willingness to launch their own candidates. As of now, the DPP has confirmed that the current party chairman and vice president William Lai will be formally nominated by the party. Since only one member of the People's Party received the form, the party chairman Ko Wen-je was formally nominated as a candidate on May 17. After the Kuomintang internal nomination process, defeat the founder of Hon Hai Group, Terry Guo, Hou You-yi, the current mayor of New Taipei City, was also recruited on May 17, and was nominated by the party central committee to officially become the party's candidate.

【Respectively identified the direction of Taiwan】

Looking at the currently expected candidates William Lai, Ko Wen-je, Hou You-yi, their respective perceptions, identity, and interpreter of Taiwan's current situation and Taiwan's possible future situation have completely different gaps. Because this is related to everything, the wealth and life of the people of Taiwan, so it is worthy of in-depth discussion and analysis. Some people say that Taiwan is an inseparable part of China, some people say that the Republic of China is our country and cannot be abandoned, and some people think that Taiwan is already a sovereign and independent country, which is now called the Republic of China and is not affiliated to the People's Republic of China.

【Fou’s cup and water theory on isometric diplomacy】

Hou You-yi's national interpretation, he said, "The Republic of China is a democratic and free country with the rule of law. We are called the Republic of China. My country is called the Republic of China everywhere. The Republic of China and Taiwan are symbiotic bodies. The Republic of China is a cup, and Taiwan is water. Only when the cup is held well can there be water to drink; if the cup is broken, the water will be spilled. This means that only by maintaining the Republic of China can Taiwan be maintained.” He went to Singapore from April 19th to 22nd for a four-day and three-night visit. Maintaining a neutral, equidistant diplomacy between the two powers of the United States and China, and a foreign policy aimed at national interests are quite recognized and considered to be of reference value.

【Ko accepted one China and Taiwan is bandit】

Ko Wen-je is eloquent and attractive to young people in Taiwan; he has never, dared, and will not criticize China's bullying of Taiwan. In the past, he compared Taiwan to robbers robbing banks, and China to policemen guarding banks. He said that in fact one China is not an issue, and no one thinks that there are two Chinas in the world today. On April 20th, at the Center for Strategic and International Studies (CSIS), a think tank in Washington DC, I was asked by Bonny Lin, Director of the Center's China National Power Program and Ph.D. in Political Science from Yale University: Do you worry about strengthening military and defense cooperation with the United States, causing China to be unhappy and dare not do it? He said that the principle of the TPP's foreign relations is "Taiwan independence and cross-strait peace.” Of course, it hopes that cross-strait peace can be achieved, but the bottom line is Taiwan's independence. “We must know our bottom line and let each other know what the other side's bottom line is. If you invade my bottom line, then I have no choice but to fight you.”

【Lai's pragmatic TI and the Four Persistence】

William Lai believes that Taiwan has land, people, sovereignty, and a government, and it is elected regularly. In fact, it is a sovereign and independent country, and there is no need to declare independence separately. The sovereignty of the Republic of China and the People's Republic of China are not subordinate to each other. To put it simply, pragmatic Taiwan independence means "Taiwan is not part of the People's Republic of China", and pragmatic work is to protect sovereignty, maintain a democratic constitutional system, and oppose Chinese aggression. The four insistences of the English president, and even the 1999 resolution on the future of Taiwan by the Democratic Progressive Party, also have this concept. The "Four Persistence" are: adhere to the constitutional system of freedom and democracy, insist that the Republic of China and the People's Republic of China do not belong to each other, insist that sovereignty cannot be invaded and annexed, and insist that the future of Taiwan under the Republic of China must follow the will of all Taiwanese people.

【Taiwan International Solidarity Act】

On May 16, the Foreign Affairs Committee of the U.S. House of Representatives passed the "Taiwan International Solidarity Act" (Taiwan International Solidarity Act). nor does it take a position on the relationship between the People's Republic of China and Taiwan or contain any statement regarding Taiwan's sovereignty. At present, 23 million people in Taiwan are in the international community, and there is no official and public channel to speak out. Who represents the people of Taiwan, and who is qualified to represent the people of Taiwan? Of course, the government and the president are elected by the people of Taiwan themselves. The premise is that the government and the president must clearly explain to the international community that they only represent Taiwan, and they are not trying to compete with the CCP to represent the ROC of China.

【400 years wish bases on taking the right side】

The international community will interpret Taiwan's latest public opinion from Taiwan's presidential election next year 2024. There are currently three groups of candidates on the table, Hou You-yi of the KMT, who insists on the Republic of China; Ko Wen-je of the TPP, who is vague about Taiwan and China, and he has always been afraid of China and licking the CCP. William Lai of the DPP, who follows Tsai’s footstep policies and advocates pragmatic Taiwan independence. At present, in Taiwan society, apart from some self-identified Chinese voters who firmly advocate submitting to China, there is also a small group of experts and scholars who strongly advocate Taiwan, the United States and China to maintain equidistant diplomacy. However, most people believe that Taiwan must keep up with the times and follow the example of the EU countries in waking up from the nightmare of Russia and Ukraine. Finland and Sweden resolutely gave up the century-old neutrality policy and resolutely applied to join NATO to take sides. Taiwan is not the endgame of the China civil war between the KMT and the CCP, and it must not succumb to China's intimidation and bullying. We must elect a president and government who can closely negotiate and cooperate with the principal occupying power, the United States, in order to realize Taiwan's final international legal status as soon as possible. Over the past four hundred years, whether the Taiwanese people can realize their long-cherished wish to be the master of the country depends on how voters cast ballots on take side or equidistant policies.
